Foster parents could be charged in toddler's hot car death

CHARLESTON, W.Va. -- Charges still are pending against a Jackson County couple after a toddler they were fostering was found dead in their vehicle.

James and Penny Hayfer were in the process of adopting the 3-year-old girl, Jackson County Chief Deputy Tony Boggs said.

The family was on their way back from church to their Wilding Road home in Silverton and the girl had fallen asleep in a car seat. Once home, the adults and children got out of the car and went inside.

"It kind of dawned on them later that she wasn't in the house," Boggs said.

DFCS knew girl wasn't being fed months before death

State documents obtained exclusively by CBS Atlanta News show the Division of Family and Children Services (DFCS) suspected a Cobb County girl was not being fed 20 months before she died of starvation. 

Markea Berry, 16, was found dead in her Mableton home on June 15. Police said she was severely malnourished.

Police charged her mother, Ebony Berry, with her death. According to the arrest warrant, the mother starved Markea, who was mentally challenged.

DCFS under fire over beating death of 4-year-old

CHICAGO— Cook County Public Guardian Robert Harris is sharply criticizing the Illinois Department of Children and Family Services after a 4-year-old boy was beaten to death.

"Untill a child dies, it doesn't seem to get much attention," Harris said.

Christopher Valdez was found severely bruised and beaten November 25th at his home at 51st and Trumbull in the Gage Park neighborhood. It was the day after Thanksgiving as well as his birthday.
