The teen pregnancy rate for youth in foster care is far greater than for youth in general. In 2011, 48 percent of girls in foster care had been pregnant at least once by 19 years of age, compared to 27 percent of the broader teen population. The National Campaign to Prevent Teen and Unplanned Pregnancy (The National Campaign) published a report, Why It Matters: Teen Child Bearing and Child Welfare, that provides key data on foster care and teen pregnancy and supports the need to increase efforts to reduce teen pregnancy in this population.

Controversial Polish private investigator Krysztof Rutkowski has further increased his growing notoriety in Norway by again taking dramatic action to help a child escape foster care.

In his latest venture, Rutkowski extricated a Russian-born boy in his early teens from a foster home in south-western Norway.

“When it’s the child himself that calls, it tells you it’s a serious case,” Rutkowski told news website Aftenposten.no

The boy was placed with foster parents in the aftermath of a custody battle between his divorced Russian mother and Norwegian stepfather.

A child welfare case manager and supervisor were fired Thursday after a case they handled ended in the homicide of an east Lee County 3-year-old. This week, three of Michael McMullen’s caregivers were arrested on manslaughter charges.

Investigators say the boy spent four hours tightly wrapped in a blanket in a bizarre form of punishment.

Donella Trainor, Douglas Garrigus and Gale Watkins have all been charged with manslaughter in the death of three-year-old Michael Lee McMullen.
